The Gunners are ready to challenge Manchester United for the signature of the Germany World Cup winner.
United boss Louis van Gaal has been making all the running for Borussia Dortmund defender Hummels and, despite insistences from his club that he is going nowhere, there is a belief that the player may be available for £30million.And it is understood that the Londoners will not allow the Old Trafford giants' interest in the 25-year-old to go unchallenged.
United are also keen to sign Arsenal centre-half Thomas Vermaelen, who is wanted by Barcelona, too. The Belgian, rated at £10m, will also be a free agent next summer.
But Wenger still has serious money to spend this summer and is prepared to make at least two more major signings after the captures of Alexis Sanchez, keeper David Ospina and full-backs Calum Chambers and Mathieu Debuchy.
He wants to sign a world-class central defender if Vermaelen leaves and is aware that Hummels could become available.
Van Gaal, who intends to play with three at the back this season, wants to bring in two central defenders.
But Arsenal would be able to give Hummels the attraction of Champions League football this season – and they could yet beat United in the race to sign him.

Arsenal 'in talks to sign Colombia star Juan QuinteroArsenal have opened talks with Porto over a deal for Colombia midfielder Juan Quintero.
According to reports in Colombia, Quintero is flying to London on Monday to finalize the deal, with the Gunners ready to pay £15.8 million.
However, the player's agent, Ricardo Calleri, insists Arsenal will have to meet Porto's £31m buy-out clause.
The 21-year-old was in Jose Pekerman's Colombia World Cup squad that reached the quarter-finals in Brazil.
He came off the bench in their second group game against Ivory Coast, scoring the goal that put Colombia 2-0 up, and started their 4-1 win over Japan.
One of Colombia's most reliable journalists, Diego Rueda, has supported the reports of Arsene Wenger signing Quintero, tweeting: "It's a real possibility that Juan Fernando Quintero will play with Arsenal. He would be coming to London on Monday. Wish is realized".
Quintero's arrival could signal the departure of Santi Cazorla, who has been linked with Atletico Madrid.
Cazorla, though, is keen to stay at the Emirates. He said: "My objective is always Arsenal. I have played for Arsenal for two years and I continue to play for Arsenal. They are the only club I think about.
"I want to lift as many trophies as possible with Arsenal and help them as much as I can.
"Winning the FA Cup took a lot of pressure from us. Winning a trophy after nine years relieves you, and leaves you to play with a bit more freedom. It is easier then to play even better than the year before. We would like to win trophies this year again."

Juventus have reaffirmed their desire to keep hold of Arturo Vidal, stating they'll only listen to offers if the Manchester United target overtly makes it known he wants to leave.
New boss Massimiliano Allegri revealed he has held talks with the 27-year-old and that he has committed his future to the Serie A club.
But director general Giuseppe Marotta revealed they wouldn't stand in the Chilean's way if he did decide the time was right to move on.
'(Arturo) Vidal? We already said that he is not on the market, but the player's will is decisive,' said Marotta.
'Vidal has never said he wants to leave, and Juventus will sell him only if he were unhappy to remain.

Diego Simeone Gives Form To Erik Lamela Dream with €27m Bid for Tottenham WingerAtletico Madrid have made a bid of €27m to sign Argentine winger Erik Lamela from Tottenham Hotspur.
Los Rojiblancos boss Diego Simeone, who led his club to their first Spanish league title since 1996 last term, is a firm fan of Lamela and believes his countryman is set for big things.
Simeone has written off the winger's lacklustre first season in England as a blip, with Lamela having joined Tottenham just last summer from Roma.
And now, according to Italian broadcaster Sportitalia, Simeone's men have lodged a bid of €27m for Lamela.
Tottenham are thought to be cool on the bid, but so keen is Simeone on having Lamela at his disposal next term, that the Argentine tactician will urge Los Rojiblancos to make a new bid if the winger cannot be secured for €27m.
Lamela has interested clubs in Italy this summer, but sides from Serie A lack the financial firepower to cause Tottenham to have genuine pause for thought over keeping the winger.
The 22-year-old cost Tottenham a fee of €30m plus bonus payments to sign last summer from Roma.

Tottenham plot £45m transfer splurge on Morgan Schneiderlin and Wilfried BonyTottenham are planning a £45million double swoop for Morgan Schneiderlin and Wilfried Bony.
The White Hart Lane club's new boss Mauricio Pochettino knows midfielder Schneiderlin from his time in charge at Southampton.
But Tottenham’s first approach has been rebuffed, so they will go back in this week with an improved offer of close to £20m.
Schneiderlin has made it clear he wants to go but the Saints value him at £27m.

Swansea manager Garry Monk has said it will take “an astronomical offer” to make them part with the Ivory Coast international.
Bony joined Swansea from Dutch club Vitesse Arnhem last summer and scored 35 goals in 48 matches for the Welsh outfit.
